Standards, or Quality
This is a deeply subjective experience. I consider my work to be, at best, high tabletop standard. I have been fortunate enough to win several painting awards at tournaments, and multiple Armies on Parade
.
When I agree to paint an army for you, there will already have been a discussion about a minimum viable product. As I aim to get projects completed as quickly as possible, and that is what you are paying for, my quality level will vary.
Eg: Requesting an army be completed within 4 weeks, containing 120+ minis (for the agreed fee) will not be my best work. The same army with an 8 week deadline will cost slightly less, and the quality will go up.
If your army is for a specific event, including the details of the painting scores is an excellent way to start discussion on the minimum viable product.

Time
In the cut and thrust of matched play, the meta game changes faster than players can paint armies.
I can reliably start and finish armies within a matter of months, if not weeks. In fact, I have won awards for armies painted this fast! However, the closer the deadline (ie, the quicker you want it) the more it will cost you.
